Section 5: A Thief's Guide to Production Shards
5.1: What skills should I have on my thief?

As far as I'm concerned, these are the minimum skills (after item bonuses) that every thief must have:

Stealing GM+
Snooping GM
Hiding GM
Stealth 75 or 80 (Shadow Strike)
Ninjitsu GM+
Yes, it's possible to get away with less, but I wouldn't recommend it.
